Who should write new constitution for American general population?

This is good question: who should write new constitution for American general population?
We see what happen with Americans in 2026 and in the last 60 years.
All thanks to main law the constitution written by the founders fathers.

New constitution for Americans must be written by the Americans themselves.
How it is possible?

Each county in USA , and there is 3148 counties in USA, will write the main law for their own county. Americans in each county will write the main law the constitution to their own county.
One county has no rights to impose enforce law on another county.
USA will have 3148 constitutions!!!!
from 3148 constitution will be refined state constitution, and from state constitution will be refined the federal constitution of THE USA.

Constitution from bottom up and not from top to bottom.
Every 4 years each county has rights to see how is constitution doing and how is Americans general populations doing, and based on this in the next 4 years will be written – adopted new constitution for each of USA counties – 3148 counties – 3148 constitutions.
With this system Americans general population will have % 100 control over the government.
Government will never ever control the Americans any more.
