why housing shelter so expencive?

Many ideas around of internet about cost of housing. We need to ask important question: can housing become more affordable for working class - average American without of changing US main law US constitution?
Housing become extremely not affordable regularly, every 15 to 18 years. Today in 2024 in the extreme point when American become bankrupt by the mortgage payment and property tax payment.
All this happen because present USA constitution was put together by the founder father, and not by the American general population.

Under new constitution new main law - US constitution will be written by the American on county level. State constitution must honer all constitutions of each county in the state. Federal constitution must honer all constitutions of each state.
So, question: under new constitution will it be possible to houses- shelters become so unaffordable?
Simple question, YES or NO?
Another view on why houses so unaffordable is that, federal government intentionally creating inflation. When price on house going up , because of inflation, property tax going up as well. At the same time real income of American does not increase. The result of government , federal and state levels, sponsored inflation increase and as a result of this property tax increase, is that American can not afford houses. American become more and more poorer , and poorer year after year.
