problems with PHP BB. what is PHP BB?

What is PHP BB? This is web which I use to create my website. BB stands for the Bulletin Board.
I found out yesterday that PHP BB does not send to me any e-mail, When one click on – contact US-- and send me e-mail , no e-mail coming to me.
This is important functionality but it is not working!
What is it?
I think it is --- crowed control industry in actions-----
This is same as a talk about ---Freedom of speech---
Government want to Americans talk to each other with media which USA government is controlling!!
Government want to people use YouTube , Facebook and to government can control all talk all narrative.
Now PHP BB turn, people can not massage me. Is this next step in stopping freedom of speech?
Attention !!!

Change only will happen when Americans will start come to live meeting every week, establish direct contact with each other, exchange ideas.
