Because under the new constitution, main law in counties written by the citizens of the county, very same citizens of the county will be able to decide what power – authority they will delegate to state level and federal level and what law – authority they will exercise themselves.
Important part is that when people hold their own future in their own hands they ultimately become more responsible and strong individuals.
Important part is that every 8 years, citizens of the county will have chance to correct themselves, learn from their own experience and experiences of others counties in the union.

Think about all problems which Americans general population have now under existing constitution and how live will change under new constitution USA.
